It’s hard to believe that with Superman around there would be a crime wave in Metropolis. What does he do in the town, save kittens from climbing up trees too high? Anyway Superman challenges criminals who think they are above the law or acclimb the heights of Metrpopolis doing whatever they please. Now he has the number one crime boss and it happens to be the man who is doing the most to uphold standards and clean up the city. No one will believe this one. The saint of the city is its number one criminal.
